I have to refer you to notice issued in

Government Gazette dated March 7th 1913, and to

inform you that within the last two days I have refused applications from the Provincial authorities of Canton for permission to export a large quantity saltpetre and sulphur over 4000 rifles and 100 automatic pistols until I am satisfied that the Provisional Government at Peking authorise importa-

tion.
